Sure you can use joomla for a personal homepage or as well to make a firm website :P
It's not such a big deal. This stuff is really easy. I think even a baby could handle it wink
What may be a bit harder is to find a good and reliable page host(er?). Then you visit its website, register an account and buy the domain. Then you just have to read in some help/discuss forums on how to install Joomla there wink
